And even if it had passed, the current HSR work wouldn't be affected because it's not using revenue bonds. The $10B for HSR was authorized as General Obligation bonds by the original proposition so it's already been voted on. Another $5B or so has come from federal funds and cap/trade (before its income collapsed in the last couple of auctions). Sources for the other $50B needed for the complete first phase (LA-SF) are still uncertain and, if revenue bonds might be considered for some of that, they would have been affected by Prop 53.

The real target of 53 was the Delta tunnels, for which the non-federal share would be mostly if not completely covered by water user payments, against which revenue bonds would be issued for construction.
