By personal observation light rail in downtown Sacramento, with 3-4 lane one-way cross streets very crowded at peak periods, with 4-car trains both ways and 2-10 minute headways, street traffic clears within 2 signal cycles after a train goes by, usually one.
LA has light rail with about 5 minute headways on some lines at some times, with streets that carry far more traffic than downtown San Rafael's. Cross traffic stopped by a train clears, usually, within a cycle or 2 of the signal after the train leaves.
SMART's a commuter line with short trains and long headways except during peak times. Yes, when they're "fleeting" trains to Larkspur in the morning or from in the afternoon, there might be times when trains are 5-15 minutes apart. For maybe 2-4 trains. Then back to occasional. Not a problem, sorry.
And SR knew that they would have to move things for SMART when the Larkspur extension got started; they just assumed (remember how that word can be parsed?) that it wouldn't happen as soon as it did.
