"According to the IJ report, there is certain to be disruption to tens of thousand of drivers passing through downtown San Rafael if railroad crossings are added on Second and Third streets so the train can be extended to Larkspur. These crossings are likely to back up stationary traffic onto Highway 101. The train will also affect over 9,000 daily users of the Bettini transit center."
