You're wrong Mike. I've lived in east San Rafael since 1980 and can tell you that downtown traffic has gotten much worse. If I leave my house at 7:30-8:30 on a weekday morning for a drive into the city, driving to downtown and entering the freeway south will take at least 40 minutes or more. This used to take 15 minutes at most. Since I've been here, the traffic in the morning has dramatically increased with more cars on both the freeway and surface streets. This is only going to get worse with SMART.
I'm glad to see the NWP back in business but not at all happy with SMART.
