This thread is making the other model railroad thread sound credible. Most of this speculation (I won't even call it conjecture, as that requires some basis) is baased on nonsense, in comparison to similar projects. As usual the truth lies somewhere in between. The 4 billion number is pure hogwash, based on the scale of other projects I'm working on. I don't think we'd have ever settled the west and built the first railroads, built the interstates, or gone to the moon, if we'd listened to this kind of BS. We're not building the bullet train? Believe it or not this kind of work is done every day.
