I've worked with the Monterey County folks in the past....I noted back then that a lot of these small agencies often suffer from staff and management turnover, and lacked experience and/or resources to do these "inter-regional" project very well.
Ginger Gherardi and her staff at VCTC, the folks in Santa Barbara CAG that I worked with, and to an extent the folks at SLO, were the exception, they were lean and mean outfits, but with stable high quality folks, doing some good things with a tiny fraction of the annual funds we are currently pissing away on the critical high speed rail bottleneck/link between Fresno and Chowchilla.........
So it is basically a local project, with a proposed operating agreement for two peak Capitols extensions to Salinas. So it's basically a political orphan....
Next Question: Is it promised, but not really funded adequately, in one or more of the local transportation sales tax initiatives.....? Ah, the things we promise people for their vote.....
