For the record, the WP main through downtown Sac has been a "no horn" zone for a long time. We went through there, day and night, with only the engine bell ringing. All the crossings there had gates (this was in the late 1960's). Further, there was an "understanding" that the WP would try not to run through there during the morning and afternoon weekday rush hours. We called it, in my recollection, the "Iron Curtain." It was not a hard and fast rule. Maybe another former WP person could elaborate on this.

As for the poor, distraught residents who can afford downtown SAC, sorry to hear that you can't concentrate on your smartphones that are left "On" 24 hours and bedside all night. Suck it up.
