Long term the city and State need to see if UP would be willing to sell the Sac Sub between the American River and Stockton for use as a dedicated passenger rail corridor. Trenching between the SP and Sac City College would get rid of all of the at-grade crossings and cut down on the noise. Heck, it could even open enough space for a bike path if you decked the trench. But that would probably cost north of $1 billion, and probably about the same to purchase the corridor. Then throw in the costs to double and triple track the Fresno Sub, rebuild the CCT line between Sacramento and Lodi...
In the near term, in addition to the early morning commuter service using the San Joaquin on the Fresno Sub, the SJRRC is looking at potentially having ACE service on the Sacramento Sub from Stockton. This would include interim stations at West Lodi (really at a vineyard off of SR 12), Elk Grove Blvd, Sac City College, Q Street (that developer building the townhouses, condos, and appartments there is interested in a station), and a station and layover facility near Del Paso Blvd.
