Last time I was down there in the evening (a few months ago; it's "midtown" btw, not "downtown" unless you're talking about the old SP line "across the top"), several trains went through and none used their horns. The gates operated and the locomotive bell was used continuously, just like in the olde dayze.
Are the complaints coming from the midtown area or from farther south? The line does go through a lot of other housing in South Sac and Elk Grove. Much of it is quiet zone there too, shared with light rail from R St. to south of Meadowview. If horns are being used regularly, it's a very recent change and should have some reason beyond simply having crossings there.
Are the horns actually there? Midtown is not actually that big an area, and horns on the old SP line would be clearly audible in much of it. Then there's the new megabuck-townhouses development that's sandwiched between UP at Elvas and the (usually parking-lot) freeway - I don't care how many disclosures everybody has to sign, there Will Be Lawsuits over noise and fumes.
