My office is directly across the tracks from the old WP Sacramento Depot, and the only time I have heard a train sound it's horn, it to warn some dumb ass walking out in front of a train or a homeless person on or near the tracks. Having lived within ear shot of the WP mainline in Mid town Sacramento for most of my life, I would say horn use is up due to the type of people now living in the area.
