Reading the story again, it appears that there is some track work going on in midtown and just south. Also, I've seen some construction work (apartments?? dumb if so, and that's what the foundations look like) next to the tracks around P St. Anyway, it looks like there's a good reason to use the horns at the moment, and that it's temporary. Overly sensitive people should get a life, and in any case the bars & restaurants around there produce plenty of noise too. Don't like the train horns, there's a party within a block or 2 that will take your mind off of it.

Then there are the dumb comments at the end of the story about moving the tracks. The councilman needs mental adjustment. Could have been edited out without harming the actual news part.
