Yup, I remember being able to walk past the gates at LAUPT and go up any ramp I chose to reach the platform. No guards, no agents. You also could walk up the circular driveway outside to reach the platforms without even entering the terminal. That's what I did to see 4449 in Bicentennial colors as it hauled the Amtrak Steam Excursion. Good times come and gone.
