Per Jack Bowden & Tom Dill's book The MODOC, this line was a dumping ground for drunks and other habitual rules offenders. Kinda strange though; given the bleak surroundings, harsh weather, and heavy trains, I'm thinking being force - assigned there would turn Carrie Nation into a lush !!!
