And it's not just a railroad problem. There have been stories from time to time of cockpit crews getting pulled off of airplanes after a gate attendant or other airline personnel noticed a smell of alcohol. There are also persistent rumors that "crew fatigue" (i.e. being hung over with too little sleep and therefore still impaired) contributed to at least some degree in the PSA 182 midair collision in San Diego back in 1978.
