It might be possible to run single-stack containers on a "basic" reopened line, and then turn them into double-stacks at Plaster City or thereabouts to give them to the UP.

Before you all laugh at that ... that is the reverse of what CSX did for years to serve Central New England with containers; 'fileting' double-stack trains in Syracuse NY so the now single-stack trains could get their containers closer to their final New England destination before going to truck.
