My take on this:

Fix the line to Plaster City. Buy the line from Plaster City to El Centro. Connect off of the south leg of the wye to the north leg of the wye to Holtville. Buy the entire ROW to Holtville. Upgrade that. Move line south of Holtville, with a new line from there to Dunes siding on the UP north of Yuma.

I know lots of money, but that would give a straight line to the UP without going through Colton/Los Angeles.

The other thought is to block the trains in Mexico for Yuma, then get trackage rights to run from Plaster City, up the Inland branch to the Sunset, then over to Yuma.
