Isn't the old Inter-California line from Calexico to Yuma through Baja CA abandoned?

Also, if there's going to be eastbound container or autorack traffic between Tijuana and Yuma (and beyond) wouldn't UP be expected to improve the tracks on the El Centro and Calexico subs to allow faster running? I think those subs are 25 MPH and 40 MPH maximum, respectively.
