FRA's response to the Silver Spring disaster in '96 was higher buffing strength. Thjeir unwillingness to mandate cab signalling/ATS has been demonstrated to be wrong. Whether the two freights where one engineer had dozed off or this very ssd instance, the buffing strength, calling signals to dispatcher or conductor DID NOT protect the trains. ATSshould be mandated o\n A\LL RR lines that are signalled starting w/high density lines.
