There is nothing in the text of the proposed law that mentions Los Banos. There is the following text:

(i) The high-speed train system shall be planned and constructed in a
manner that minimizes urban sprawl and impacts on the natural
environment.

It's arguable ( and likely would be) if a station in Los Banos would create other than minimal urban sprawl.

Are there any environmentally sensitive areas in Los Banos?
