Yes, you still see articles saying that this is a $100 billion waste as if the money had already been spent, and that it will actually be $100 billion.

There is enough money known to be available to build from Bakersfield to San Francisco, but not to the Salesforce Transit Center, with the exception of the Pacheco Pass tunnel. There is enough money to determine how difficult it will be to build the tunnel and to complete all the environmental paperwork for the whole distance from Bakersfield to SF.

This is all in the latest business plan. I surmise that they will continue construction for the next six years with the assumption that the the federal government will change by then. This even allows Trump two terms.
