Presumably you were responding to the "Bring It On" comment regarding purchase of the line, not the KSBY article mentioned by "Tony Cz" which didn't even mention the oil cans. The KSBY article was focused more on increased truck traffic for oil between the Santa Maria area (Phillips refinery?) and Bakersfield.
What's the destination of the Cans? If it's refineries in the LA-Long Beach-Wilmington area, truck replacements will travel mostly on 101 then cut over to the refineries somehow - possibly 405, and will certainly be stuck in traffic in the Basin. Possibly, they would cut over to 5 on 46 then enter the LA Basin via the Grapevine. If Bakersfield will take the oil, the route is almost certainly over 46. 166 would be well out of the way for traffic from Wunpost. Did the Cans serve Phillips? More 101 traffic if that's the case. In any case, if the extra load is 3 trucks an hour or so, it certainly won't by itself cause major congestion - it'll just contribute a bit to general deterioration. 70 trucks a day sounds bad, but if spaced out it's not serious.
The Wunpost area oil fields have been producing for at least 100 years. Is there a pipeline in the area that can replace the Cans?
I've seen UP do this before with other shippers and commodities. Even solid daily trains of business are too much trouble for them. They usually don't give any reason (is there one in this case?); they just jack up the rates to where the shipper can't afford the train any more ergo trucks. On the Coast, they can't really claim too much traffic, can they?
