Now, the real work begins, of salvaging what's been done, to see if that can be tied into the propose ACE improvements. This means shifting near term construction priorities to finishing the Caltrain electrification, and completing the Phase I LAUPT run-through project (we won't be needing a costly separate duplicate Phase II anymore???, so that it will be completed by the 2028 Olympics.

We need to accelerate the current list of LOSSAN projects, which could allow LA-SD passenger trains to attain 110 mph. speed in several locations, reduce conflicts, and add the station at Camp Pendleton years earlier. And, like magic we have reached HSR speeds, save running time, and increase service levels, in the 2nd busiest rail corridor in the US and the busiest and most congested interstate highway corridor in the US. Imagine actually spending our scarce taxpayer dollars, somewhere that we actually use trains, and could use a lot more, more often, and that get you there a lot faster.

We need to immediately prioritize planning and funding for the DT 110 mph. bored rail tunnel, under Del Mar, to replace miles of slow single track running on the unstable Del Mar Bluff, also by 2028.

I would examine the option of using LA Anaheim HSR funding to build a passenger flyover at Fullerton to allow passenger movements to LA to approach Fullerton by going over the BNSF-Riverside Main, reducing conflicts with San Bernardino/Riverside line freight and passenger movements.

And, it is time to take a new and more realistic look at more service via Altamont and a new Dumbarton connection for both commute and intercity services, directly to the Peninsula and directly into the City, as a better 110/125 future "HSR" connector for Valley to Bay Area services.

Next, I would look at prioritizing more grade separation projects, along our existing IC and Commute corridors, and prioritize those on safety and traffic impacts, but also as to creating longer new grade separated 110/125 "HSR" operating segments, on our existing corridors, speeds quite doable with our current Siemens equipment orders.
