All it takes is MONEY !!! EwePee likely wants cubic money to restore the West end of the Phoenix to Wellton line. Kinda like the bill they presented to various entities who have expressed interest in reviving passenger rail service from SoCal to Las Vegas, NV. Everything would just HAVE TO BE Gold - Plated...
