The consultants adjust the cost estimates to accord with the political objectives.

So these same folks who come up with $5bil for Pacheco would come up with $25bil for Tejon. It is all a question of what route you want. San Jose insists, at least up to this point, on being in the center of the line.

Again who is gonna stop Guardino, Liccardo et al? They have Newsom's ear. Note that one guy, Newsom, was able to overnite change the nature and scope of CAHSR. It is a subjective thing - the plan can be revisited but it will require some serious political power and pressure to bring Altamont and Tejon back into the picture, where they belong.
