Don't you realize how much the added contracts for the extra pumping and drainage that will be necessary are worth?

That has been the most brilliant part of this "runaway money train" con job, since its very inception...

The "outsourced" management and oversight of this misbegotten fiasco, will then have more "work" to manage and oversee, and thus, will make still more money...

This is the original "foxes guarding the hen-house" contract management model....
