Here's a study I remember that sounded similar to Bob's

I spent a few years in Portland and remember them pushing a Powell BRT.

"Portland's Proposed Rapid Bus Actually Slower Than Existing Bus"

They tried the same things on Seattle's Roosevelt, Aurora, West Seattle Bridge and now Madison. All ended up being BRT hybrids using such things as BATs, shoulder running and things of that nature, never becoming true BRTs.
