Some realities are being forgotten:
1. If Trump gets lucky and re-elected CAHSR will have to re-pay federal monies as there is no doubt this scheme has become a bait and switch if not outright fraud and graft.
2. The cost of electrification is couch change in relation to ripping out a new ROW along the 99 corridor. Think of how much money could have been saved with a ROW slightly to the west of I-5.
3. The gist of CAHSR is anti-OMG Global Warming. Diesel is fossil at a time when Europeans are talking up banning short-distance aviation.
4. Who are the powers you are ignoring and who have not yet responded to this "fronde"? They are BART-MTC-SPUR(bechtel gauge under the Bay redux); Liccardo, Guardino and sundry SV bazillionaires and real estate exploiters(base tunnels under Pacheco)and of course shifting to SoCal the Ranch and Palmdale real estate developers(base tunnels to Palmdale).
In the case of the hard right turn to the east to Palmdale the tract builders might indeed favor a much more surface route with the possibility of many more commute halts but you can rest assured the "riverains" i.e. locals will be ever more infuriated and mobilized to rise up in opposition.
