Prop 1a, unlike AB-32, was voter approved so not sure the legislature can do much about it.
There have been multiple attempts at voter override but all have failed.
I think a voter initiative to send some off a cliff would not be a bad idea in the slightest.

Some folks did call, and maybe it did have an effect....CAHSRA monies to be shifted to other projects....
