If Kamala were actually working for the people who pay her salary (rather than tilting at Presidential windmills), maybe a legal challenge like you suggest could be done. It would be risky, because the it could punch holes in California's initiative law generally (probably not a Good Thing). In the meantime, we have to deal with ordinary politicians, none of whom are much interested in challenging the status quo.

As Max has pointed out elsewhere, electrification makes sense. For speeds over 125 mph, it's nearly mandatory. But if we want to continue with 3rd-world transportation standards and excessive fossil fuel use, it's not necessary - by far it's the opposite.
