Metrolink has NEVER had their own C&E. Originally Amtrak was contracted to provide them. And they'll probably never have their own because they don't want to be held directly responsible for accidents. The only way it will ever happen is for some federal/state agency to make them do it. As far as the engineers having been bus drivers - don't think so. It used to be if no prior RR experience they had to be Heavy Equipment Operators.
