I do see posts now and then from working rails on the various forums saying that incompetence among senior engineers is not unheard of. Presumably if they exercise Rule 1.4 and report violations, there will be repercussions. But it seems to me that this is an issue of corporate (and maybe union) culture. Clearly in a situation like Metrolink, there's a problem here.
