I don't work for SCRRA, but I've been told that (prior to the Chatsworth incident, at least) the engineer was required to call
all signals over the radio, while the conductor was required to repeat the aspect or indication of a signal displaying a more restricting indication than the last signal passed, or the aspect or indication of a signal displaying a more favorable indication. I'm not sure what the current requirement is.

It's my understanding that testing was stepped up after Chatsworth, but they can't be everywhere.
