The apportionment of house seats according to party has a direct bearing on number of electors in each state (and their resulting vote), which is precisely why Elbridge Gerry initiated the practice. If you hadn't slept through your American Government class in high school you would know this (or you have poor powers of retention).

What are you referring to as "this mail-in scam"? Absentee balloting, which in this country has been traced back to as far as 1775, is another name for voting by mail, so it's definitely not a scam. All states have absentee balloting procedures, which they will undoubtedly be using to a greater extent than usual in this election. I've been a permanent absentee voter for over 20 years because before retiring I could never predict whether I would be in town to vote in person (and my polling place was 5 doors up the street).
What is a scam is the Trumpanzie's constant carping about it.
