The high speed rail board found themselves (rightly) being criticized for not being prepared to spend grant money on time, because they didn't have the land in hand and weren't prepared to purchase it in some cases because the planning and environmental qualifications weren't
done.
You know, "This has been going on for decades and they don't even have a singe rail in place!"
They don't want to be caught out again.
They are doing all the environmental work and detailed route planning so they know what land needs to be purchased and when. Remember, they still don't have all the land for the segment they are building now. Because of COVID-19, paperwork for eminent domain cases that used to get through the courts in a day or two now take weeks.
