I should add that the board is asking the track bidders to give the costs for two track and single track with passing sidings. This is so that if they don't have the budget at first they can go single track, which is sufficient for hourly service on the Central Valley Section. This is not enough for the final system but that is quite a ways off. It is always best to give oneself options.

It seems that Mr. Vartabedian looked at things through his usual only pessimistic eyesight.
