Restricted speed, per the FRA about 25 years ago.

Why does the train have to report itself clear in a siding? The CTC system does that.

To leave a siding, the DS grants the authority to leave with a permissive indication of a controlled signal (if the signal won't "clear up", the authority is given verbally, subject to certain other rquirements and conditions).

For our readers: a siding and an industry track are two completely different things. A track which runs parallel to the main track and has switches at each end is not a siding unless it's defined as such in the ETT, regardless of the type of main track authority used (TOs, schedules, TWC, CTC, etc.).
