It's a fairly big story, so it's worth repeating it from Trainnes. Let's hope Congress and the next President don't mess this up too much - it's going to take more than a year or 2. Siemens will be a busy place in Sacramento.

tl;dr: Amtrak signed with Siemens to essentially re-equip the entire non-Superliner, non-state-owned system. New cars in Phase 1 to replace remaining Talgos on the Cascades. Phase 2 gets enough new cars to completely replace Amfleet 1 equipment, and new dual-mode diesel-electric locomotives to replace nearly all locomotives currently operating in and around the NE Corridor (replacing all but a few of the Sprinter electrics they bought only a few years ago). Phase 3 gets new diesel-battery hybrid locomotives to replace old dual-mode (3rd rail) locomotives on Empire Service trains. Funny that they're using the same hybrid consist scheme that Wabco recently demonstrated, not actual hybrid locomotive units; battery units mainly for access to Penn Station. The passenger cars described seem similar to the ones being supplied to CA and IL.
