Don’t underestimate the power of pointy (but aerodynamically totally unnecessary) fiberglass nose cladding applied to low-speed trains. It makes American politicians believe they are cutting the ribbon for high speed rail.
I’ve never believed that California should buy 220 mph stock before getting across the southern mountains into LA. That’s the cart before the horse. Also the notion of needing a long Central Valley track to “test” such trains is dumb: when a new airline buys a 737 there is no need to repeat all the type testing. It’s not like 220 mph trains are a new technology.
