I believe what was meant was that socialism would exist here if the government owned the UP and GM, which are means of distribution and production. Right from the definition of socialism, i.e. Government ownership of the means of production and distribution of goods.

It was probably stated this way as many Americans use socialism as a swearword and don't know the actual meaning. In other words it was satire.
