The scenarios are quite different. In Chatsworth, the train received an Advance Approach, an Approach, made its station stop, then passed the Stop signal. The chain of events in Secaucus is that the train
first made a station stop,
then passed a Medium Approach, then passed the Stop signal. See the difference?

What
is interesting to note is that the type of signal head in Secaucus is the same as in Chatsworth, in that each aspect has its own bulb displayed in a "V" pattern. Even if the engineer is for some reason unable to determine the color of the aspect, it can readily be determined by its position on the signal head. A signal diagram is included in the NTSB report.
