That answer is: it varies. In the case at hand it looks as though the "switch stand" is a lever located under the metal plate beween the rails. Sometimes the switch lever and plate is to the side of the switch. Sometimes (but not often) it is a regular switch stand at the side of the street. There are many other variations - The turnouts for streetcars in Los Angeles were sometimes thrown by pulling a chain located in the street next to the switch.
