Like Amtrak, that may hold true only as long as they're properly funded. Right now they're looking a little threadbare and worn around the edges. And a lot of their services have been sub-contracted out to private companies. Xanterra and Deleware North come to mind. Why is that?

A lot can happen when the taxpayer is paying for stuff. But a lot of the benefits in physical plant that Conrail enjoyed were paid for by private enterprise. Avon and Selkirk Yards are good examples.

That's because they had, and have, a much deeper pocket to dip into. It's an unfair comparison. Let's see how far private enterprise can go if it, too, can dip into the taxpayer's pockets as frequently as government operations do.
