You're probably right with the freshly scrubbed powerset. My GP9 encounters in '82 were all clean as well and reflected the same appearance since their '70's rebuilds.
The other fresh power was new SD45R units yet several never to be rebuilt -45's were repaints, and in helpersets to boot. Given the state of unrebuilt G12's on NZR at that time, I was surprised to see clean units on SP.
Ten years later I came across an SD45R helper at Truckee, that was totally black and only the rubbing around the access door latches revealed the loco to be a kodachrome; an experience that was totally surprising in the reverse manner.
Not sure about any Steam excursions running down here, not even Diesel powered lately due to the lurgy.
