Freight loco horns are much louder after they pass

At a grade crossing in Riverside just last week with the windows up, air on I could not hear the horn until the middle of locomotive was in the crossing because someones bright idea to mount the horns further back, Why?
It would be like my car horn mounted on the trunk!
