WRONG!!!!!! As I previously stated, the locomotive manufacturers place the air horns WHEREVER THE CUSTOMER SPECIFIES!
Now if only management could

Well,,,,,,,,,obviously "management" on some railroads figured something out many, MANY years ago, thus the air horns were relocated.
