For freight, it would make sense to develop an electric B-unit by transforming numerous six-axle diesel locomotives that will otherwise be retired for not meeting California's emissions mandate. Tear out the prime mover, replace it with a 25 kV transformer, and wire up new MU receptacles to supply two other diesel units with traction power. With minor mods, you get a three-unit lashup with 18 axles, half a million pounds of starting tractive effort, 12000 hp under the wire, with the ability to continue spewing diesel exhaust when operating off-wire outside California.
