Privatize the profits, socialize (paid for by the little people, one way or another) the costs. That's the way the US works. Those other countries you mentioned? 2 of 3 are command economies that can build things using slave or convict labor. The 3rd has a largely command-economy-style rail transportation sector. For now, the US doesn't do things that way, at least on top of the table.
