I think the general idea behind these cameras is to stop operators from engaging in unsafe practices while driving/operating a bus, train, etc. This will be effective if (and only if) such unsafe practices result in significant disiplinary actons. This requires that the tapes from the cameras be randomly reviewed even without an accident.
