I think you are on the right track as to the reason. The other part I think is PR for railroads being environmentally clean. You have all these enviro types against railroads be cause of diesel automatically equaling dirty in many minds, thus railroads are dirty. More people willing to use the railroad in some form or another, the more locomotives are needed.
