I never got the whole story on that one. If this is the wreck of light power on the Yuma Main west of El Casco, I heard that they were over tonnage with DIC for the amount of dynamic brakes cut in. Even with a run-away condition gaining strength, the ability to slow it down could have been met by cutting in more dynamic brakes (if possible: DIC units notwithstanding), and a Full Service application without bailing off with sand. But if they plugged it and the lead motor didn't have a Dynamic Brake Holding feature, then there might be an issue with dynos.
Yet on both mountain districts I've run on, HPT, DIC, TPDBA, TOB, etc. are all calculated for compliance BEFORE we leave the terminal. What happened for them to get at that point in the first place?
